I'm running a long term test game to see how a small mod is working, and I've noticed that there are a lot of westernized states in the new patch. Russia, the Aztecs, Greece, nearly all the North African Muslim states, many of the natives, several West African states, the largest Indian Sultanate, some Indonesian states, the Kazakh hoard, and even two of the Siberian clans (who still haven't reformed their government) have all Westernized successfully. The only nation I had a hand in here with Westernizing was the Incas, as that was the nation I was controlling for the first two hundred years or so of the game.
Not only that, but even once they do Westernize, they take about a hundred years to actually catch up on tech. During that time, the AI won't take any new ideas for their nation, focusing entirely on technology.
