I only played one game as Japan, but would say:
(1)Tax reform first
(2) Then education system
(3) Then adminstration.
As for the rest, I am not 100% sure.
The smaller your country, the better railroad and factories are, but esp. RR has high research point cost with low progress benefits.
I guess I would go with (land) military reforms after that to complete civilisation progress.
