At both the 867 and 1066 start dates, the southern and western provinces of the Tarim Basin are currently Sogdian culture. While this would be an understandable simplification if Saka/Khotanese culture weren't in the game, Saka is in the game - not to mention the leaders of the region are already correctly Saka culture, oddly - so it would make more sense to make them Saka culture instead.
For the 1066 start date, the conquest of the Kingdom of Khotan was only ~40 years before the 1066 start date, so I think it would be acceptable for Saka culture to remain there, though having no Saka culture rulers. Anyhow, while Sogdians did have a significant presence in the Tarim Basin, and influenced the local economy, politics, and culture, they were not to my knowledge a majority in any part of it.
(As an aside, I'm not as sure about the survival of Sogdian until 1066 at least in a large extent among even the local population (given Yaghnobi survives to this day as a descendant of Sogdian in some communities in Tajikistan) so it might get a province or two in the eastern Iranian region, if you still want to keep it around.)
