Since we got the Achievement Basileus for Byzantium, and with the decision "Restore the Theme System" we get the possibility of restoring the Eastern Roman Empire, we should also get the possibility as the Papal States, to restore the Western Roman Empire.

The conditions should be:

- HRE does not exist.
- Own the following provinces:

And by the way... the achievement description for the Byzantium Basileus, should be "Restore the Eastern Roman Empire". Its weird to do an achievement to restore the ROMAN empire without owning Rome.

Wouldn't the Holy Roman Emperor/United HRE be better for the heir of WRE? Papal States seems like they are more into the religious stuff than being a political leftover Roman Entity :p

(Also Holy Roman Empire might make a little bit more sense in our hearts)

Theme System" we get the possibility of restoring the Eastern Roman Empire, we should also get the possibility as the Papal States, to restore the Western Roman Empire.

Why would pope crown himself as the Emperor of the Romans? According to the Pope, he has legal claim to posses City of Rome (Donation of Constantine), he is above the Emperors of the Holy Romans, he is the head of the Church, he could't be any higher.

Because the Pope is above the emperors and is maker of emperors is same thing as emperor changing his title to a king.

The name was more for to give the 'Empire' and the Pope both more prestige.

After the fifth century, Byzantium WAS the Roman Empire. Besides that, letting the Pope form the Roman Empire is silly. Constantinople was called "New Rome" anyway, and by the time the Western Roman Empire fell, its capital wasn't even Rome either.

It wasn't after 5th century, it was always.

1. Arcadius and Honorius were granted the same title (thus 395-476 there were two Roman Empires both were legit)
2. Odoacer conquered one of them, refused to take the title and sent to the crown to remaining emperor (thus only one legit empire is left)
3. Pope had no legitimacy to crown anyone as Emperor of the Romans (thus rendering "HRE is WRE"-arguments pointless.

Chlodio, you forgot one important point. Rome having two or more rulers wasn't uncommon in the Roman History, infact, at the time of the Roman Republic(which in itself was very much an Empire), for the most part there were two consuls which ruled over the Roman Empire. At a few times there were up to three Consuls. In times of emergency, there was a single ruler known as a Dictator. Heck, with Romes Administrative split, chances are they had the Consul system of multiple Emperors in mind, since at the start the Split gave us 4 Roman Emperors, which later became two.
