I'd just use Danzig for everyone. Conquer Danzig -> release as vassal (Danzig tag), diplo annex 10 years later, it won't have nationalism and you can essentially westernize in 145X

Why isn't Rome included in the cities?

probably because this decision is meant only for easterns and ottomans, that would never take rome in ai hands... and they prefer to push the ottoman in their invasion o europe toward austria to simulate historical events instead of staging an invasion of italy (that even if was part of their ambitions, never happened.)

they really sieged Vienna in real history but had no incentive to do so in the game.

P.S. it's also quite interesting that should the ottomans threaten Vienna it will be in the interest of all other central and east europeans to stop them... simulating historical events by motivations and not arbitrary trigger is an extremely interesting route...

Isn't this quite ahistorical? Especially for the Ottomans, sultans were murdered for trying to modernize the state and the army. The Ottomans being able to simply conquer their way to Westernization seems a bit... cheap?

The game is designed to follow history but players should remain free do change it. Nobody forces you activate this national decision. But players willing to will be able to do so.

What are you talking about? It'd be one thing if westernization in Turkey and Russia wasn't a huge turmoil, but sultans were literally killed because they tried to modernize the nation. Now suddenly, conquering one city makes all of the turmoil go away? That just doesn't make any sense and is only there to buff already strong nations, like Russia, Poland/Lithuania and the Ottomans.
