Western Focus for major nation capitals

So, I feel like if anyone in Muslim / Eastern / Ottoman tech group can take Wien, Paris, Castilla la Vieja, or Lisboa, you should be able to Westernize off of it like you can Westernize off of Wien / Danzig / Prague currently. Mainly because it would be hard as hell to get to those provinces, and it makes sense you could westernize if you control a major European capital

They've definitely let the genie out of the bottle with Western Focus. Either there should be an expansion of the cities involved, there should be a dynamic trigger, or it should be allowed for everybody but nerfed- maybe just allowing you to start Westernization rather than giving it to you instantly.
