Was this added recently? I've consoled up Legalism to it's limit to test this and there is still no option to have a coronation for my High King.

No, there aren't any Germanic titles there as of yet.
Suggestion: make the eastern Roman empire an off map power like China in the jade dragon expansion.
It's planned, but not high priority at the moment and probably won't be until we at the very least get some appropriate art (which is probably the biggest obstacle).
After the Frankish culture split do the Old Frankish and Frankish cultures stop converting other cultures?
In theory they still can convert other provinces after the split starts, but they'll change to Dutch/Franconian at some point anyways.
Correct me if I'm wrong, but couldn't you use actual historical art? HIP uses medieval illustrations, mosaics etc for various cultures and government types. There is a great amount of late Roman art you can use for events relating to the ERE.
That still requires a fair amount of time and effort to look for and collect, which we don't have the time or manpower for given that the ERE is pretty peripheral to the current map.
And we're talking about event pictures here (for which we have enough of), but rather art for the Offmap Power interface itself, which is a little more complicated to get something appropriate for.

You'll be effectively able to restore the WRE once you completely reconquer Britain and Gaul, but there is no way to get the title itself at the moment.
There's also a bloodline for Ambrosius Aurelianus; his grandchildren rule Glouvia in the 479 start.
Is Italia, Spain, and Vandal North Africa still plannned to be added in the far future?
