I'm fairly happy with the industrial district I made, especially because there are no traffic jams (ok, one that I found out while making screenshots).

The big issue is: factories in the southern industrial area are without workers (50% of my second district is complaining about it), but in the meantime I have a record high 20% unemployment (~4800 out of 6000 people do have a job). I've built a metro system that I think works rather well (the last station I built up far north got 120 people per week right away).

My question is: what's the best way to improve (and then I don't mean the improvised highway on the lower right -- I can't make a cloverleaf on water)

Is it that they're without workers or is it without the educated workers. To me it looks like the latter.

For forestry and farming industries you need uneducated workers. Easiest way to do this is create a slums area with no schools. Or if you like to be creative, design a sparse farming community (small commercial and residential plots look lovely with dirt roads)

The "not enough workers" icon is the standard one, not the "eductated" one in blue. That's normal of course since the uneducated level is the lowest one and then "not enough workers" and "not enough educated workers" are synonymous. Thanks for the feedback. I think I'll make it a bit simple for myself by downsizing the forestry industry. I assume that the farming industry has a similar requirement of non-educated workers?

Both Farming and Forestry have only "uneducated" employee slots, but more highly educated workers will work those jobs if they have no other options.
That is to say, it seems that the cims try to find jobs that fit their education first, but they will work jobs they are overqualified for.
Check the unemployment rate, if it is under 5%, you start to run into problems for those industries lacking workers, as the more educated cims might decide to stay unemployed rather than work a job beneath their education.

I'm indeed seeing a large number of overeducated workers, also in the generic industry. My main personal issue with the game is that apparently, people don't even have to go to elementary school. My personal preference is that cims would at least go to elementary and high school before getting a job. I'd also add in several tertiary educational systems. There's more than just a university.

Anyway, the city's main employment issue has been solved. That unemployment rate of 5% and educated workers trying for better jobs may be the reason for my latest low density commercial zone is without workers.

Here's a new issue I've got: education. I've always been able to fit some schools in good locations so that they run at peak efficiency. But this high school is in a zone where people don't have high school availability. As the bars show, I've got more high schools than necessary (although only just). It looks like a mountain in the ocean. A deep ocean.

Finally, I've got two pictures for fun:
A rather busy bus stop. the line was more efficient than the metro and it was a bit large (with no line in the opposite direction). I added a duplicate line, new metro tunnel and a line in the opposite direction and now it's much better.

Ok, I have now completely lost it: the game goes on and on about how I need more industry and more shops. I've selected a nice piece of ground for a farming industry and a good patch of land for the nearby housing. I built the farming industry and the first bits of houses. The industry is completely empty. No workers. So I remove all industry squares and re-add 16. I also completely fill the residential squares and explicitly leave the elementary school out. The majority of the citizens in the picture below are uneducated adults. The small industry patch remains empty. It had 1 worker at first, then 3 for a moment before it was abandoned. I have added a bus line, which goes beyond just the resedential block and the industry block, but doesn't come closer shops than it came to what used to be a livestock farm. Meanwhile: the city wants more industry! I did not have this problem with my previous industrial area, (generic, but I've checked and it barely matters in terms of uneducated adults required) when the R/C/I requirements were very similar to what they are now.

My question: what else do I have to do to get that industry to work? I have just added that 2x2 block for a new farm but I don't have any hopes for that.
