After the peace conference I had puppeted the socialist republic of Germany. then 9 days later czechoslovakia, West Germany magically appear taking half the territory they historically have. East Germany did not exist and then they appear as well. Why is this happening? how can I avoid it?

I think it's how the Yalta conference works, and that's why I almost never sign it as USSR. The only way to not have that strange state transfering after the conference (I've seen a lot of times how nobody touched Konigsberg, it remained as THIRD REICH with both East and West Germany present, and only after week or two it was annexed by West Germany as colony state) is not agreeing with Yalta. So, if you want total control over puppet "true" Germany - don't go for Yalta. If you, however, decide to agree with capitalists, don't try to do anything with Third Reich itself, because it will be taken by these two "artificial" Germanies.

I don't think there is any way to avoid the awful jank that is East and West Germany if both sides have agreed to the Yalta Conference. We can only hope the devs attempt to overhaul peace conferences when they rework the Soviet Union, and bring an end to this attempt to railroad postwar Europe. Honestly, it doesn't even do what it's supposed to. I have seen countless Reddit posts where West Germany is further east than East Germany, where the Nazis survive the peace conference as a third German nation, where angry players are upset that all their gains in the peace conference are magically given to other countries in a week or two, and a thousand posts in between highlighting the atrocious bordergore the AI tends to make.

My quick solution would be to allow multiple nations to puppet from the same country. This would remove the need for the Yalta Conference event (it could still exist as a mere flavor event, or a more consequential one where both sides agree not to annex/puppet certain regions of Europe after the war) and allow the US and the Soviets to each carve their own puppet out of Germany.

Those posts you saw are from players who stop playing immediately after WW2 and don't wait for the event that dissolves the German Reich. The German Reich never survives if Yalta is signed, it always dissolves in West and East Germany, Poland, Austria and Czechoslovakia. The best thing if you sign Yalta is to puppet your half of Germany (West if Allies, East if Soviet) and the other successors, give them their territory and if the Reich survives, it will be annexed into whoever should own that land.

That's how Yalta works, you should have puppeted East Germany in the peace conference. The Reich is auto-dissolved after the peace conference if you sign Yalta.

It's quite funny that it's possible to puppet both these Germanies, so as Soviets you can have East Germany and Socialist Republic of Germany (West Germany) as subjects.

Are they? I am attaching three screenshots of a Romania game I played where the Yalta Conference event fired. There was a bug after the first peace conference, which caused a second one to occur over the same territories. After the second peace conference, the borders magically adjusted, but there was still an East Germany, a West Germany, and a third party, the German Empire, which was my puppet.

That's another thing, double peace conferences are a known bug. Probably it broke the German Reich dissolving event.
