So there should be one original "Ni" wolf left, who is likely Brutal.
At minimum.
That makes for an unbalanced setup in some way.
If the packs are balanced then there are 5 original wolves including a brutal in each pack. That makes for 10 wolves, 2 cultists, a sorc and 18 who are good at the start but capable of being turned. That seems way over a balanced number of baddies.
If the packs are unbalanced in some way, it seems most likely that one pack had a brutal and other didn't and we have strung up all the original wolves. Maybe there is another cultist in the setup attached to the non-brutal pack in order to balance them not having a brutal. That makes for 8 wolves, 2 floating cultists, an aligned cultist, and a sorc vs. 19 starting goodies. That still seems too many baddies to me.
I think 11 starting baddies (which is the minimum possible since we have killed 10 and there is a sorc to go), against 20 starting goodies is the likely setup. That means the wolves are slightly unbalanced but that seems the most likely to me.
