Also Justinian hasn't played in so long (over 4 years) that we could regard him as new to werewolf, especially when talking about something that even if true wasn't put into words until several years after his last game.

Okay, this is what I want to happen.
I do not think Panzer is a wolf.
I do think SoL is the most likely wolf here.
I have little opinion either way on Ithvan, but there's at least a decent case on him.
My ideal scenario is for Panzer to survive and SoL to be lynched, and I'm not too fussed on Ithvan, but by all means tie him with SoL if you wish.
BUT I would rather see a three-way tie instead of Panzer or Ithvan getting lynched on their own. There's my preferences.
