You need not be given it. You are within your rights to claim total victory.
After a player claims victory, the rest of the players would have to give a collective ruling. I would support your claim. And I think everyone else would to.

It would be nice if the EL/Snoop/Cakravati/walrus and AVN could just surrender, but I doubt the communist pack is quite ready to give in..
"only" means in this case that the village has to make this faction die in a fire really really quickly before it becomes absolutely impossible to manage.
And coïncidentally the same applies to both wolf packs.
BTW, is it just me or does this game have an awful lot of baddies? We had 31 players at game start, meaning a proper setup for 2 packs would have 1 in 3 - about 10 baddies. Right now we have 1 wolf pack of 4, another wolf pack of probably the same size, a sorcerer, and if I start counting at least 3 cultists. Meaning we're up to 12 already, and that's not counting the mental amount of sorcerer's apprentices.
Could this be a game where half the village is bad at game start?

I have never ever in my entire werewolf career seen *any* game get even remotely like this one. Seriously.
I would support giving drxav a player of the game award or a moral victory of some kind, absolutely.
However, if you'll excuse me I still think the village can actually win this. Through sheer bloody luck, granted, but ..
