Werewolf 101 here: believe the first outing unless there's an exceptionally good reason not to do so. Torn has zero to lose by claiming to be a major goodie after he's been outed as a cultist, and I find it exceedingly improbable that delta would just happen to scan the priest and decide it was a good idea to out him as a cultist rather than just have his pack hunt him.

Why would delta the goodie who scanned a cultist with a single use scan and hence now is worthless try to out through an unknown? That unknown would then become spokesman with all what that entails of clearing---you are disappointing me MC. That seems below your usual level to not think of that.
There is no way a goodie who caught a cultist on a single use scan doesn't want to do the outing himself. Also don't forget that he contacted multiple people with that information just making it stranger; why not our yourself if you are comfortable contacting multiple people?

Delta contacts Split, who may or may not have been acting regarding any allegiance towards tornadoli (and could very well be part of the other pack).. great.
Torn could actually be a major goodie, but it would be stupid to try to lynch him, when he is an obvious hunt target instead (and there wouldn't be a loss of delta the baddie in that case).
