So we all know this achievement is a nightmare to get as there's so much RNG. You need to have Hungary start with a balanced budget, and Germany to go to civil war (and yes, I've seen a few amusing other ways to do it - by losing - but that sort of takes the fun out of it). May be I got lucky, but it "only" took me five goes to get the right game. I've heard of people having to restart dozens of time without luck.

So here's a file near the start of the game (May 1936) that got me the achievement. Hungary is going down the right path (balanced budget), and Germany has started a civil war.

A couple of comments:
- I used spies to boost non-aligned in Austria. Not sure it helped, but may be...?
- Hungary did the demand a referendum pretty late (1940s) and both I and Germany had done our focuses to boost them
- Stability isn't great because I tend to spam the Kurdish events for PP early game (still have a lot to do here) and core them before I start my own civil war.
- On the flip side you have tons of PP in this file.

It'll hopefully save you a lot of restarting if you want the achievement...

Does sharing saves like this really work? I thought a player's Steam ID was embedded in the save, preventing others from using it like this?

Good question.... I don't know is the answer. You could be right - might not work. In which case, my humble apologies. Just like a real Christmas present then: it's never as good to the person you're giving it to as you thought it would be!

The issue is that it then takes forever to core - you lose half the compliance when choosing DP at the election, then half again at the civil war - so best case is you end up with 25% compliance post civil war - tedious.

Well, the reward it tiny so I don't see a reason not to wait at your leisure. I change to civil oversight after Greece.
Imo, it's tedious and damaging to have low stability and bring it back up when your about to lose republicanism.

Edit: I'll give it a shot after my current game and see if it works.
Why no army?

Edit 2: I want as far as conquering Greece before realizing that achievements are not available for saved game.

My main bugbear is that I tend to spam foreign investment decisions and they seem to almost always end up building the factories in Kurdistan.... Plus tons of PP means get the Ticaret monopoly super-early and it's insanely good.

1 - little army because you don't need it until later. And you need the guns for garrison, so simpler
2 - oh ok. Well that's that question answered. Sorry. Oh well....
