I can't believe it! I just got the "We're Putting the Band Back Together" achievement! And the way I got it was so easy, anyone can do it. Although I would guess that that wasn't the way it was intended. But first things first:
I'm playing HOI4 v1.10.3 on Ironman Non-Historical.
So what did I do:
I did have to reload a few times to ensure Hungary chooses "Balanced Budget" as its first option. But you can see this immediately after starting the game - just let it run for a day and you'll know if they're going down Economic Intervention or Balanced Budget.
In my case I had to reload maybe 5 times or so. But once they chose the right focus, they bee-lined straight for the Restoration of Austria-Hungary.
Unfortunately Hungary won't win the resulting war with Austria. So you need to be prepared to help them. Get a Military Theorist as soon as possible and save up 5 army xp. Then create a single battalion template and rush 30 units.
Meanwhile beeline to "Intervene in the Spanish Civil War". This allows you to send volunteers to Hungary and to win the war for them.
Once the war is won Hungary will eventually form Austria-Hungary.
That's part 1 of the achievement done. Now you only need to get them in a faction with yourself and Germany...
This part of the achievement was a lot harder. Joining the axis didn't work for me. Austria-Hungary just won't join.
I tried it several times and there was nothing I could do to get them in. So I was looking for another way.
In my game the Czech decided to declare war on Austria-Hungary. They managed to win that war without problems and puppeted them, creating the Danubian Confederation in 1939. I'm not sure how frequently this happens, but getting Austria-Hungary puppeted by a future member of the Little Entente is key to this strategy.
In my non-historical games Germany always ended up in a war with the Little Entente by 1939. Even when they were hopelessly stuck against the Czech, the AI would continue to go down their focus tree and declare war on all its neighbours. In all the games I've seen, this resulted in their early demise. Usually Germany was conquered by 1940, and that's what happened in this game.
So now I had the "Danubian Confederation" and the "German Republic" in the Little Entente.
So I wondered: if I join the Little Entente, will that get me the achievement? Worth a try.
Unfortunately the French just wouldn't let me in. I had created too much world tension invading Greece and Bulgaria earlier.
You should be able to get the achievement if you stay peaceful.
As I didn't want to re-start I decided on a different strategy. I declared war on France and after putting up a little fight just for fun, I let them conquer me. The moment the peace conference was finished and I became a French puppet, I got the achievement!!!
