Here are some thought about the weapon Quality system. While looter games in fictional settings work with those grades, common, uncommon, rare, legendary.. this just feels out of place in this historical setting.

Instead of those grades i'd love to see a weaponsmith in my Safehouse who keeps the Weapons quality at a level that he's capable of. That would also upgrade the possiblities of team-building in the game, conversations and stuff

when trying to immerse into that world of gangsters, smuggling and other illegal affairs, i'd rather imagine "here, take this fresh dynamite sticks" then "here, take this legendary dynamite stick"

I understand what you mean.

I think the quality level with colors and conventional naming ('Legendary Dynamite') is an effort to help players easily understand the value of an item by using terminology many players are already familiar with.

I'm not sure that I like or dislike the system yet as I don't think there's enough information. But giving players some agency over weapons creation (or smuggling?) would be cool.
