Not cache-clearing. I've seen this happen at least once (maybe with that exact province) where the USA hadn't showed up in a few games at least.History file fail? Or cache-clearing fail?
Is this actually exploitable? Can you force-release a country if it has no cores of the proper culture?

At least you can't in a 1444 start. Maybe there's a narrow window of opportunity at a (much) later bookmark start where the province could have/get the right culture.

This was fixed in patch 1.5. When you migrate to a new province not of your culture the province culture and religion changes to the primary culture and religion of your tribe.While we are talking about migration wonkiness, you can culture convert to another culture as a migratory nation, because province culture doesn't change with migration. I became one of the unplayable cultures, Inuit.
If you had the right culture for USA you could Culture Convert it. Otherwise, no. I'm not sure what the right culture for USA is - maybe English works? Or if it's a specific USA culture, then there's no way to do that until USA already exists.
Certainly a Native nation can't do this. Maybe England/Great Britain coming over there before 1776 could do it.
