If your population declines below a certain threshold, a building will be "ruined." Once the population rises again to that threshold you can repair a ruined building to use it again, or you can demolish and replace it with something else. However, you cannot demolish or replace a tier 2 building without downgrading it first, and you cannot downgrade ruins. This results in the weird situation where I have to repair the structure before I can downgrade and demolish it.

All DLC are installed. No mods were used.
