A very compelling campaign. The election events should in theory have precisely this sort of exaggerated effect in a smaller nation. Will be interesting to see what effect they have on further elections.

1836: Other Events

While the election had been running, Switzerland had been in no way dormant in other areas of politics and foreign policy. On the contrary, 1836 had been a busy year compared to others after the death of de Rochemont.

On March 24th, Von Salis-Soglio, along with the entire Swiss commitee, recived words from the King of the French, His Most Catholic Majesty Louis-Phillipe de Bourbon I. An emissary sent by the King met with the Swiss cabinet on that day, and made some form of apology.

Apparently, the King wanted to befreind Switzerland, and apologise for any damages that had been caused by the Napoleonic Regiéme during the occupation from 1798-1814. The King sent a substantial ammount of money to the Swiss along with his emissary, to attempt to bribe the Swiss into Freindship. Von Salis-Soglio explained, calmly, to the French Diplomat, that even if they were being paid to be freinds of France, nothing could pay for the horrors of the Revolution that had been forced upon the Swiss population.

Although Von Salis-Soglio did not want freindship, he could not turn the diplomat down, and accepted the apology, though the effects of the entire mission were slim to say the least. The more intelligent members of the Swiss cabinet, including Von Salis-Soglio, knew that if the French were given too much freedom with Switzerland, they would eventually try and turn the small Alpine country into a battleground between France and Austria-Hungary, their life-long rivals. They might, perhaps, even use force if the Swiss did not accept any French troops on their land, and therefore the Swiss had to be Freinds of France without being enemies of Austria; a hard line to walk down at best.

The second event happened a few months later, on May 16th, when a crowd of Students from Universität Bern (University of Bern) marched into the city's centre and held a march against the newly formed SND. Von Salis-Soglio had expected their to be an Anti-Military march when he set up the SND, and having students, who would eventually become the conscripts put into the SND, march was little worry for him. However, the only party that preached against an Army were the Revolutionaries, which led some to believe that the educational system of Switzerland was plagued with Revolutionary and Anarchist teachers, teaching the students of these things. However, it was unlikely that this was true, and the students were just doing one thing of what they believed. When questioned by an American Reporter, most of the Students admitted that they were Liberals, and not Anarchists.

Other than those two events, little concerning information passed by the Cabinet, and the elections were the only things that were on peoples minds. However, by the end of the year, Von Salis-Soglio was out of power and Liberals had taken his place. It was a good result for the Students.

1837: The Liberal Movement

The Liberal efforts in Switzerland were headed up by the Freisinnige Fraktion (Freedom Faction), who, despite some of their Liberal tendancies, were hardly to be called hard-line Liberals that were to be found in Germany at the same time. However, for the Swiss and Switzerland, this was, in many ways, a good thing. Civil unrest among many discontent German and French Liberals were causing serious problems for the conserative monarchs that ruled them. The Freedom Faction presented none of these problems.

While their Lassiez-faire system of letting the countries economy grow with its own weight, rather than under that of the Goverments, it did hold back any extra development that could ever be made, though in a country the size of Switzerland, this hardly represented a huge problem. The other economical policies, brought to the party by Von Reinhard, who was now the leader of the party and the leading economist of the country, included ideas on free trade. These were, however, shared with all the Swiss parties, so hardly presented a party that was out of line with 'Swiss Thought'.

For ideas on religion, the party found itself in a most tricky situation. They were lead by a man who would not allow Catholic's into power, yet they had to content with a major, though not larger, part of the population being Catholic and not Protestant. After many long winter nights of debate with his peers, Von Reinhard's hard-line Calvinnistic views were miraculously changed, and he was requested by the party to allow Catholics more freedom, as they preached as their title. Though he did so with a hateful feeling, he allowed all Catholics the same rights as Protestant citizens. Therefore, the Party adopted a policy of Pluralism, which would allow all Swiss people to practise the relgion of their choice, or none if they so desired, without fear of punishment or pain. It was a big step that even Von Montenach's Catholic Conseratives had not expected to be taken by Von Reinhard, who they knew to be the Calvinnist he was. However, to many self-respecting Catholics, especially those who were supports of the Katholic Fraktion, it was a step too far in the wrong direction, and Von Reinhard would pay for it.

On the question of Freedom, which was the parties name after all, they held the same ideas as most Swiss parties, and most Swiss people for that matter. If their motto would be correct it would read "Switzerland, the Country of Freedom... for the Swiss" but the "for the Swiss" part did not exist on the actual motto. Switzerland would be for the Swiss, and only if the person wishing to immigrate into the country could prove he had the ability to 'fit in', which was a vauge instruction at best, could he be considered 'Swiss'.

The only other policy they stood for was the idea of Pro-Military thinking. The Liberals knew that they would avoid wars at all cost, but their could hardly tell 80,000 men that they had trained for a year and now they would be disbanded. That would political suicide at a high level, and possibly a disaster if any country were to violate Switzerland's sacred neutrality. The pacificst and Anti-Military areas of society were still small, and it would be easy enough to follow this policy without too much trouble.

So the Freedom Faction spent the last two months of the year consolidating their position in anticipation for bad things to come. It was not until January 1st that they made their first major move. It came in the most unexpected of places. It was annouced on the new year that the taxes would be changed again. The best reason was that "It was needed to support the new style of the Swiss economy under the Liberals". No one had expected VOn Reinhard to change his policies set up the last year just because he had changed his party, but he did so anyway. He was obviously planning for something, though no one was quite sure what. The poorer sections of society, the Farmers, Manual Labourers and Craftsmen would be the ones to suffer. The richer Aristocrats, of which there were still many in Switzerland, Army Officers, of which a small cadre was forming, and the Capitalists, a growing section in Swiss affairs, were given room to breathe. Von Reinhard, it seemed, was encouraging the higher sections of society to help devlop Switzerland's economy, industry and infrastructure in return for low taxes, and near non-existant tarrifs. It was a much more interventionalist method than people had expected from the Liberals, but they put their faith in Von Reinhard's abilities and hoped for the best from the coming year.

The Liberal's second move was another unexpected one. In an attempt to "get to know their populus" better, the Freisinnige Fraktion ordered the worlds first ever population census, another one of Von Reinhard's brainchilds, which continued with his ever growing success. The forms were sent out to ever person in Switzerland, and they were asked to answer a series of questioned which would allow the Liberal's to better understand the make-up of their country, in religion, race (between the four different languages of the Swiss population) and political ideals. Not only would this, hopefully, give the Liberal's more apeal, but would also help them to make the right political desicions by knowing what their population wanted. It was ordered on January 2nd, just after the tax reforms had been sorted out.

The World's First Official Census

The census ran from January 2nd for two weeks until January 16th, when all the results were called in. The results were not as promising for the Liberal's as they had hoped, but it was better than nothing. According to results, Switzerland's population stood at 2,190,258 men, women and children (above the age of 15).

The most worrying things were that a huge portion of the population supported the conseratives, but this was not too bad, as to vote under the Consitutional Laws of 1815, a person had to earn at least one-hundred Swiss Francs per anum, which many of the tenant farmers and manual labourers, who were firm supporters of the Conservatives, could not get. Therefore City Clerks and some conservative landowners could bring in the only votes, of which most already supported the Liberal's for their Lassiez-faire policies.

Other then that, there were few things revealed that was not known already. Much to Von Reinhard's relief, there were more Protestants than there were Catholics in the country, but this was only marginal, and he could hardly feel 'safe' from the Catholics that he thought were attempting to bring him down. Also, German speaking Swiss, of which Von Reinhard was a member, made up 66% of the population, with 21.6% speaking French, 9.7% speaking Italian and 2.7% speaking the ancient language of Romansh.

It had been an extremely effective operation, that was watched in awe by the powers in Europe, and especially in the beacon of democracy that was the United States of America. Several other nations, which could not match Swiss efficiency due to their much larger size, would soon follow suit. Swiss politicians, from all but the Revolutionary Party, agreed that a Census should be held every two years and be made available to all people to veiw the results. After an almost unanimous decision, this was added to the Consitution, the first change since 1815.

However, these results would soon be out of date as the government, fed up with having to wait to let the economy grow, gave it a kick in the rear-end to get things running as planned. Purchasing luxury goods from the French, a group of literate and competetive farmers, from the Canton of Chur, were selected out for promotion into the middle and then into the high-middle classes. It was no easy game for the Swiss, as outfitting 19,200 men to be the new budding entrepreneurs was not cheap going. The French inflated the charges, telling the Liberal Government that it was a 'Special Tarrif' for that year.

Therefore, a loan had to be taken from the famous Constitutional Banking Commision (CBC) which provided 5,000 Swiss Francs for the purchase to add to the 1,300 Francs of the Swiss gold reserves. It was an expensive venture, that would require bartering. The Swiss Council reasured the CBC as the entrepreneurs brought money in the Swiss economy, the CBC's loan would be slowly paid off, hopefully by 1840; at least that was the estimate. However, it was worth the effort, as Switzerland now had a small core of entrepreneurs that would expand the economy and hopefully allow the expansion of this section of Swiss society.

It was decided best by the leading members of the Freisinnige Fraktion not to tell Von Reinhard that the vast majority of these newly premoted men were Catholic. The premotion brought a little comotion from the French, who believed that seeing that they had given the nessercary products to help, that the premoted populus should be French Swiss and located on the Franco-Swiss border, to help trade between the two. The Swiss gave no comment.

Unfortunately, the loan from the CBC meant that the budget would need, again, to be reformed to stop the country going into Bankruptcy. Taxes for the middle classes were raised to the same level as the poor and richer sections would also be taxed again, at a higher rate than pre-1836. This would, of course, hold back the developments made by the Capitalists, but was needed to keep the Swiss economy in the 'green-zone'. This was all done only a month after the last change, but speakers assured the population that it would only last a matter of years before taxes would be lowered again.
