I don't believe this is intended for the AI, and from what I've taken note off no other major power is even close to wanting everything that France wants in my save game.
I only noticed this because I had been about to declare war on Sweden and France could join the war with promise of land.
Considering that the French king is an administrator with Midas Touched and Free Thinker I don't see why it wants more or less everything they have discovered. It seems to not want allies land despite this so I'm curious if this has happened to anyone else and if anyone can confirm if this intended or not or if I maybe should simply report it as a bug?
