Weird thing about fortresses and halls of judjement.

Soldier job provide 3 defensive armies.
Enforcer job provide 2 defensive armies.
Fortress provide 3 soldier jobs = 9 defensive armies.
Hall of judgment provide 5 enforcer jobs = 10 defensive armies.

Result: if you want to build a best fortress world then... build a police world instead.

Might be true that you would get more armies but you need to keep in mind that the Halls of Judgement do not provide a FTL Inhibilitor. You could build only Halls besides one Fortress but if that gets destroyed they will be able to instantly pass through that system whereas a system with a planet completely filled with Fortresses would be much harder to penetrate since you would have to destroy every Fortress in order to shut down the planetary FTL Inhibilitors.

A fortress world that can be "skipped" by enemy ships and armies is kind of useless in most cases.

I'm aware that soldier jobs also provide naval capacity and that fortress also have a ftl inhibitor. This don't change a fact that somehow army of cops is better than army of soldiers for protecting your planet.

True, but i think that chances to destroy single fortress is pretty low.
And do building ever get destroyed by bombardment now? AFAIK they only can be disabled due pop loss and that's unlikely for fortresses due buildings placement priorities. They are always near capital.

Hall of judgement only pulls ahead in terms of armies per building slot, and then only by 11%

11% more defense armies doesnt make up for the -10% orbital bombardment damage of the fortress world, especially when you consider the +10% army damage of the fortress world, from the specialization bonus.

So sorry, I dont think your claim is correct in any way.

Ouh. My bad. I didn't know about fortress world specialization. I only did them on habitats.
