After a war with Normandy, I gave orders for my transports to move troops back across the channel and forgot about it. Now, I am getting a message about an exiled army, and it takes me to Calais, where nothing is visible. However, in the outliner I see there is an army of zero men and no regiments. I cannot disband it because it is in foreign territory. I cannot move it because all my transport is busy, even though a cog sits right there in the channel. I also have a message that it has morale too low to move.

Any solutions? And does it matter? Will an enemy pick up an easy victory over this "army" next war?

Matters because you cannot declare war on the nation who's troops are stuck there. This is a really nasty bug for sure.

You can fix by navigating exiled unit there, activating auto transport on it then merging the ghost army into exiled unit

I don't think I am understanding.

I cannot navigate/move this exiled unit in any way, and the ghost army is the exiled unit.
In case you meant trying to bring another unit onto a transport, land it with the exiled ghost army and then move them both together, I tried it, but of course my rival will not allow the normal unit to land and join the ghost exile.

Question: Let's say this exile attacks my ally. Will this ghost unit prevent me from honoring my alliance? I have no intention attacking the rival, so the lack of ability to do so is not quite a game stopper. But I am sure he will soon attack my ally, and not being able to support my ally would be intolerable.

You need to get a unit exiled (probably via war and peacing out with units left inside their borders) because you cannot merge the ghost army into a non exiled stack, only an exiled one.

An exiled unit can move anywhere via land even without military access
