Weird population things on 2.2.3 beta

So a number of weird things are happening on this current Fanatic Authoritarian/Spiritualist Ironman game I'm doing.

A number of pops, all with Residence only status have been randomly promoting themselves to Specialist/Ruler Strata even though there are no jobs available for them (not even closed ones). As these are all Residence only species doing this I am not sure if this is a bug or if pops immigrate with their previous Strata remembered and have to demote to worker afterwords.

Anyone else seeing things like this?

Do the residence species have traits that make them better suited for the relevant jobs? Getting to the ruler stratum is really...weird though.

Do the residence species have traits that make them better suited for the relevant jobs? Getting to the ruler stratum is really...weird though.

No, if they did I'd try to oust the pops already in said jobs, my founder species has charismatic though so they should be the absolute best for the administrator and noble jobs they're occupying.

Okay I think I've figured out what is happening. When new jobs open up at Specialist and Ruler Stratum a pop gets promoted for the job. If the pop does not have full citizenship however they are then ousted by a pop with full citizenship forcing the just promoted residence pop to have to demote again. This happens so quickly that it gives the appearance that Residence pops are promoting to unavailable jobs.

Furthermore, while it makes sense that Full Citizenship would get preference for Ruler Jobs, it is a bit stupid that a resident species that is good at research would get ousted by a citizen that is not good at it.
