Playing Arma v1.2 as Mongolia. When I release some Communist Vietnam when i capture it from Japanese, it shows a bunch of ministers as "Red Shadow".
I think it load up one of the U70-U99 minister files that has contents like below.

700001;Head of State;Blue Shadow;36;ML;Undistinguished Suit;Very High;unknown;x
700003;Head of Government;Blue Shadow;36;ML;Undistinguished Suit;Very High;unknown;x
700004;Foreign Minister;Blue Shadow;36;ML;Undistinguished Suit;Very High;unknown;x
700005;Minister of Armament;Blue Shadow;36;ML;Undistinguished Suit;Very High;unknown;x
700006;Minister of Security;Blue Shadow;36;ML;Undistinguished Suit;Very High;unknown;x
700007;Head of Military Intelligence;Blue Shadow;36;ML;Undistinguished Suit;Very High;unknown;x

But why?! Shouldn't the proper Vietnam minister file (ministers_vie.csv) be loaded up? Ho Chi Minh is there!

I'm having a similar problem as the USNA in the Apocalypse scenario. My Jamaican puppet (apparently their tag is U89) has no actual ministers in it's minister file. Which is a huge pain.

So I simply replaced the undistinguished suits with actual ministers:
Code:
U89;Ruling Cabinet - Start;Name;Pool;Ideology;Personality;Loyalty;Picturename;x
;Replacements;;;;;;;x
800900;Head of State;Blue Shadow;36;ML;Stern Imperialist;High;unknown;x
800901;Head of Government;Blue Shadow;36;ML;Silent Workhorse;Very High;unknown;x
800902;Foreign Minister;Blue Shadow;36;ML;General Staffer;Very High;unknown;x
800903;Minister of Armament;Blue Shadow;36;ML;Infantry Proponent;Very High;unknown;x
800904;Minister of Security;Blue Shadow;36;ML;Crime Fighter;Very High;unknown;x
800905;Head of Military Intelligence;Blue Shadow;36;ML;Dismal Enigma;Very High;unknown;x
800906;Chief of Staff;Blue Shadow;36;ML;School of Defence;Very High;unknown;x
800907;Chief of Army;Blue Shadow;36;ML;Static Defence Doctrine;Very High;unknown;x
800908;Chief of Navy;Blue Shadow;36;ML;Indirect Approach Doctrine;Very High;unknown;x
800909;Chief of Air Force;Blue Shadow;36;ML;Army Aviation Doctrine;Very High;unknown;x

I haven't fired up the game yet to test it, but it should work. I tried to be relatively fair. Everybody else in this scenario has a Stern Imperialist and Silent Workhorse at the very top. And the military strategies I picked are pretty sensible for a micro-power.

I have capture indochina from Jap so I as Mongolia can release Vietnam and even Cambodia. Actually did not intend to release them, more of testing to see what IC or manpower they can get when I realise they have faceless ministers which means they probably will not have leaders as well!
I intend to really release Malaya (from UK in future) later in my game and I wonder if I will face this problem. Both Vietnam and Malaya have minister and leader file so I cannot understand why it is no loaded up. When I load up as Japan of earlier savefile, the Vietnamese ministers are all there. I wonder if this 'error' only occur when you liberate countries that are not your legal provinces.

Nick BB II: I do not see Jamaica minister file (can't find it) so you will probably need to create from your own.

There is a Jamacan Minister file. It's worthless, as it contains only suits, but it exists. Jamaica's tag is U89, so look for that minister file and you should find it.

I had to mod the standard file, but that didn't help the Jamaicans in my save-game, so I had to mod the save too. I stole the Minister id-numbers from Bourbon because I didn't know what to put there.
