Weird bug. I can't declare war on Branderburg, says we are in a war together?

I can't declare war on Branderburg at all for years because the game thinks we are in a war together when in fact we are both at peace. Also I can't offer vassilization for the same reason, apparently we are at war together. Anyway to work around this bug and how to avoid it in the future?
