The Ottoman Empire has no territorial designs on the Kingdom of Morocco. We have no interest is offering the King of Morocco vasalage. However, Morocco and the Empire are VERY close friends and allies. Any intervention in Morocco would be considered an act of War against the Ottoman Empire.
The current Western Alliance is unacceptable to the Sultan. The alliance as it stands will cause a diplomatic crisis if not disbanded.
If the Sultan feels the courts of England, France, Spain, and Portugal are not acting in good faith, he shall direct me to form an "Eastern Alliance." The Sultan gives our office little time to wait for a disbanding of the unholy Western Alliance.

To our most Esteemed Aquataince in The East,
We are gladdened to hear of your intentions on Morocco. This statement fills our nation with join for we now are comfortable that action won't be necessary by anyone to ensure the Moroccan's freedom from annexation.
We propose the following and if the Sultan is indeed a man of his words he should readily agree to it.
1) Morocco will remain sovereign and free from ANY outside interference or governorship.
2) No Major nation (OOC - ie, Human controlled) may vassalize or gain Military Access to the kingdom of Morocco - Both Spain & the OE will back this pledge with the use of force to relieve anyone of these capabilities should someone violate this part.
3) Neither Spain nor the OE shall be in a Military alliance w/Morocco - The temptation/threat to the other is too great for this to be allowed. Should either nation find itself in such a situation it will immediately rectify the situation.
4) Neither Spain nor any Vassal of Spain nor the OE nor any Vassal of the OE may take any land that is currently in the possession of Morocco as of the date of this Treaty nor may the said Vassals gain a Vassal Status over Morocco nor gain Military Access over Morocco.
5) Any violation of this Treaty by Spain or the OE will give the other a Cause Belli against the party that breaks it.
The King of Spain beleives this Treaty will force both Spain & the OE to put test to their words on the issue of Morocco.
We hope this Treaty will be signed & Ratified by the Sultan of the OE b/f our next diplomatic session (ooc - ie - before tonite's game

Post Script - Your concerns about the Alliance w/France is a hollow one for Spain will petition Portugal at once to remove the French from the Alliance at the 1st available opportunity
