Website that lists the leaders of EU2

A friend of mine(yes, even if I'm warring your country I still like you) sent me a website that listed all of the leaders for EU2. I was on my other computer and I lost this link. This is a GREAT tool for all EU2 players and especially if your in a MP game and you want to know when is the best time to strike your enemies. If someone could be so kind to give me this website, I would be eternally grateful.

I'm pretty sure this isn't it, but it's good for reference anyway: (plus has all sorts of nations and so on that aren't in EU2's timeframe)
