Will there be different classes of wealth in the game such as low wealth, medium wealth, and high wealth? Maybe even a step above that like a super high wealth?

Different kinds of wealth is good for collecting certain amounts of taxes from each class. There should be different wealth classes in commercial and industrial sector too for collecting taxes from like in SimCity 4.
Yes, all buildings can level up if you provide them with their current needs. Go watch the streams 
Ye most city builders have a 3 tier system, low, med, high, unless theres someway tk enforce communism with 1 class
A class system exists in every society as long as the society looks anything like ours. I doesn't need to be programmed in. However it could be programmed out... but taxation tiers is never the only sign of such a society. Instead some families are higher educated, they have solar panels on their roofs, they live in safer areas, they drive a nicer cars, their kids go to a better schools... some families are not like that, but instead, as an example, live in a small apartment, in a tower block next to the water treatment plant.

Wealth brackets are important for other aspects such as who would use a bus over a car etc, if there were no wealth classes everyone would be the same as everyone else and there would be no diversity in the simulation.
