Trying to pass reforms to centralise the HRE (as Austria) and yet I have this annoying debuff that is preventing that from happening at all. Checked the wiki and the old calculation seems to be out of date completely.

Tried kicking the Ottomans and won with 70 warscore and the debuff stays
Tried expanding my empire and the debuff stays.

Seriously what is the new formula?

Do you have very high autonomy in most of your land?
I've already found out that the outdated formula is useless and so autonomy and development aren't key anymore.

Anywho, from what I've managed to find out after killing my kings and queens over and over is that the "weak" emperor malus seems to be based on either the stats of the monarch (mana, diplo, mil) mixed together with some RNG behind the scenes.

Anywho, for those that are struggling with the same problem, just wait the game out. At 100 imperial authority you'll have a bonus of +50 that is so great that it can almost override anyone that stands against you and your reforms. It's just a matter of waiting and striking down heretics in the empire to improve that imperial authority gain...
