Budget Proposal 1938

Seeing as we did very well in 1937 I wish to use to bill to propose we keep going in the same direction. 1937 has been a calm year, but also a year that has shown us we need to be prepared for the future. There are too many incidents happening around the world for us to just sit and wait patiently. Once the time comes we need to be able to act decisively. So I hereby present my budget proposal for 1938:

The area's whereupon I didn't comment can be considered as fine as they are. We needn't change everything.

Leadership:
- Officers: 0
- Diplomacy: 0.25
- Espionage: 1.5
- Research: 31.25 (What's left)

Production Plan

Since we worked on designing new naval and land techniques last year, it is now time to put these designs into production. Last year's Rudolf-Sinclaire 1937 Budget included a heavy focus on the Air force. This was done under the agreement that this year, the army and the navy would get the emphasis. Hence I propose the following division of our industrial capacity:

- Upgrades: 0 IC
- Supplies: 0 IC
- Reinforcements: 0.5 IC
- Consumer Goods: 39.36 IC (whatever gives us 0 dissent)

This leaves us with an average of about 120 IC to spend on anything else (correct me if Im wrong) :
- Any buildings and constructions: 40 IC
- Navy: 35 IC
- Army: 35 IC
- Air Force: 10 IC (in order to finish up the queue)

I shall not do any suggestions on what every department should construct, for it is the appropriate minister who can decide on these matters most effectively.

Conclusion:

With this plan we can continue to advance America into a modern state with the equally modern capabilities to defend its interests around the globe.

((I'll agree that getting through the building phases is the most important part, but our major challenge is keeping enough people aboard until we reach WW2 - as other IAARs have shown, you tend to lose a lot of members to attrition, particularly during lulls like this one. If Avindian does let us hold a coup, we're definitely going to move as quickly as we can, so that we don't get bogged down in details.
 
Senator Linton. We both agree that the nation needs to advance, but why do you insist that we advance down the path of war? How did that work out for us last time? There is a distinguished scientist named Albert Einstein. He defines insanity as trying the same thing over and over while expecting different results. Europe is the European's concern, not ours. Let us finish the current airforce builds, they can be used to defend us against land forces, naval forces and air forces. However, building a huge army serves no good purpose. The military removes young men from the workforce but does not offer adequate compensation. Citizens of Georgia, and all other Americans, need good jobs. We need a strong economy. Building for war actually wastes resources that could be put to better use.
 
To my fellow Senators.

Yesterday I took my granddaughter of 10 to see Snow White and the Seven Dwarfs at the movies. After the movie ended, we took a stroll along River Esplanade Park when she heard the voice of Adolf Hitler on the radio giving a speech. She asked me who that man was, and what he was saying. I told her that the man she heard talking was a rather mean man, who uses people to get what he wants. When she heard that she asked if he was like the evil queen in the film, I answered by telling her he is exactly like the queen who wishes to rule by fear instead of love. For a moment she looked puzzled, rather disheartened and was thinking deeply. I almost thought that I went too far and was ruining my wonderful evening with her, by already troubling her with the problems of the world, but then she opened her mouth and an uttermost honest and childishly innocent question came out. If he is like the evil queen, will the Seven Dwarfs come and help us fight him too, she asked me. I replied by saying that they would certainly come.

Gentlemen, we are the Seven Dwarfs if Adolf Hitler is the evil Queen. We have the chance, and so did the dwarfs to do nothing and just continue to mine minding our own business. Unfortunately if we do that, evil will triumph and innocents will die. It is clear to see that with the abolishment of the war ministry and the creation of the Oberkommando der Wehrmacht, Hitler is gaining even more military power which he can unleash upon the world, throwing it in conflict. Sir Nevile Henderson, British Ambassador to Germany, presented a proposal to Hitler for an international consortium to rule much of Africa (in which Germany would be assigned a leading role) in exchange for a German promise never to resort to war to change her frontiers. Hitler rejected the British offer, and gave away yet another clue that war is nearing fast.

This will be a war, where we can not stand idly by, Hitlers hunger for power will not stop with Europe. Therefor I support Senator John Lintons proposal which offers us to maintain a military power on the world theater when war comes, and gentlemen war will come.

For your problem with the game, I suggest that a little role playing might do the trick. I think you are leaving too much to us. The AAR is too neutral right now, as it has a lot of noobs (no insult) who don't know the game that well (myself included), so it's very hard to talk about it tech wise. With a little more personal influence in the game, and a bit more story, it could bring more life into the AAR, as you did with the Tuscan one. I know it's totally different, but by presenting us more then just the numbers in the game this could be so much more awesome then it already is. I hope you understand what I'm trying to say, because explaining such a thing is very hard in English for me. ))

It is highly unlikely to lose against the ai when played by a human even if our role playing delays some of the normal military build up. I don't play HOI3 much. However, I have played the rest of the series and I am fairly confident that the US will win, it just might take longer and be a more "desperate fight" which will make for better reading enjoyment.))

Senator Sinclair. Am I to understand that you are using a simple children's story to justify your warlike nature? Did these dwarves plan for open and protracted warfare against this "evil" queen? Herr Hitler is trying to regain control of parts historical Germany. Should foreign powers decide to strip Texas from us and give it to Mexico, would you suggest we let it pass? Herr Hitler is using diplomacy to regain those territories. By leaving the specter of another great war "on the table" he is able to regain German lands and restore Germanic peoples to Germany. Would we not do the same for Texas? Allow the Europeans to handle their own problems while we deal with our shattered economy. The people of the great state of Georgia need good jobs. They do not need to squander their sons to interfere in the affairs of Europe. Let us build factories to employ our people and to provide goods for them to buy and sell. Let us open more mines and drill more oil fields. Let us build roads and bridges and rail to unite our nation. Let us build commercial shipping in order to export our goods around the world. Leave European warmongering to Europeans.
 
Senator Richard Newman,

I am using this story as an example of what negligence can do. I'm not justifying anything, and I'm well aware of the difference between fiction and non-fiction. It was just the plain simpleness of the story that captivated me, the good helping the lesser fortunate against evil. I resent the fact that you would call me warmongering, when all I'm saying is that when war arises we should be ready for it. If you would remain ignorant of the present situation, that war will not come to the USA I dread the day when you are proven wrong. I'm confused about your thoughts on historical Germany though, as Germany is only approximately 70 years old, and build on conflict, moreover the territories they want to reclaim are the ones we stripped them of after the Great War. We thought back then, with those actions and the ones written down in the treaty of Versailles Germany would never be able to threaten Europe again, and now we are proven wrong as we have experienced these last couple of months. Woodrow Wilson created the League of Nations for the purpose of affording mutual guarantees of political independence and territorial integrity to great and small states alike. I still am a staunch believer of this Wilsonian idealism. The fourteen points written down by our own president at that time are realistic, but not with countries that oppress the ideals of freedom and equality like the Nazis. And for the use of diplomacy by Herr Hitler do I need to remind you of his attempted militaristic coup in the twenties, or the fact he disbanded, and prohibited every party except his own and locking away everyone who disagrees with him. If you think that is diplomacy, I think you best buy a dictionary senator.

I saved this rather interesting article about our economy, i'ts from the Manchester Guardian, 13 Feb 1931, and It had this wonderful quote:

We've come a long way from that already, and it will be getting better. I'm not saying we should abandon our own country, I'm saying that this is the best bill that will endorse America for the time being on an international level as well on a national level. This "European warmongering" will eventually affect us as well and it would be best to be ready for it when it comes, and not be caught with our pants down.

Just bear in mind that the AI will be commanding the actual fighting, not us, so we're trying to give it enough forces to advance without any human intervention beyond the initial invasion. And that we're probably going to fight both of the factions that we're not allied with, whereas IRL the U.S. stopped at one.))
 
Does Senator Linton's bill have a supporter? As soon as he gets one, I'd be willing to open up the voting on the two bills.

((Re: Coups. I'd love to see something really crazy and unexpected like that, but I'm not quite sure how we'd pull that off from a gameplay standpoint. I'm also worried about the whole "it's not interactive anymore" thing. Actually, there's an ideal solution, but I will make this a formal vote: give Tom, Chimina, and Saithis doppelgangers who are also Senators. Tom and Saithis, in particular, keep this AAR running, IMHO. I will trust to their judgment to run away with having the two 'halves' feed each other.))

Seeing that the military is underfunded and the older bills give emphasis to Industrialism.I propose a more military-oriented bill

I'd like to say that this is a bill of left-wingers NOT socialists.

Leadership

As you see I increased the officer rate because leadership is VERY important in Warfare

Production plan
The Rudolf-Sinclaire Bill of 1937 proposed lot's of research on Land and Sea military this year we will emphasize building them.But first there is a problem on Upgrades and we need to improve the existing forces.

-Supplies:0 IC
-Consumer Goods:as much as to keep the people happy

Like I said before I want emphasis on Land and Sea and I also want a DECREASE on building factories.

So i have 120 IC left for Production.

For conclusion of the Bill I will say that this bill is a bill which completes the gaps on last year's bill and this is the first budget bill I propose to the Senate so if I did a mistake on the calculations, I let the Senate to tell me about it

If i am allowed to reminnd you senators, the usa did not want to take these terrritorys from germany and give for example alsace back to france. We went to war with the goal to establish a world order, where peace could finallly last.
This goal, is now in danger. Hitler tries to negotiate, to get german territories back, wich was not forbidden by the Treatys signed in Paris. I for one, am more concerned about Japan and Italy, both havinng shown they do not care for Peace, but for Power.

I come to the Conclusion that, Mr.Sarigis is right, we need to get ready peace is in danger, yet i would propose a compromise,between you and Mr.Linton as our Industry is not ready to be shifted to war.

Further, in order for me to support such a dramatic military expansion as this, I must insist that at least 4 new factories be built in Georgia as well as an expansion of the airport in Atlanta.

Senator John Sarigis of South Carolina, I must inquire as to your reasoning behind this huge requirement for new officers. Do you not understand that the mood of the people is such that none, or very few, of our citizens is desirous of pursuing a military career at this time? Our citizenry is more concerned with the economic state of the nation and with protecting their families from the ravages of our damaged economy.

((With our current laws, any investment in recruiting officers is a serious waste of leadership))
 
We don't need a full out war spending. In all seriousness, even with Japan's and Italy's recent signs of aggresivenes, it won't come to war. However we do need a force capable of protecting our interests around the world. Hence we need a spending which devotes both IC to our Military and our economy. Improving life in the USA will only set an example to other countries. Show them that a democracy can both be great at home and abroad. For too long the world has been ruled by powerful colonial empires, it's time for us to step up now. I ofcourse support my own bill, the Linton-Sinclair Bill. I also want to express my thanks to Senator Sinclair for his full support.
