After much consideration, I shall vote Nay on delegating more power to the POTUS. Although I believe Roosevelt is a trustworthy man and would not abuse these new privileges, his successors may. What's not to say Our 33rd President may be a little on the unethical side? I'm not willing to risk our country's safety.

For the bill on who controls the US Special Forces, I'll wait for some debate first. I personally prefer the branches of the military to have a decent amount of autonomy, as micromanaging tends to lead to collapse, but I want to hear all sides first. The branches already have significant sovereignty, so the Special Forces being controlled by the Executive Branch may not be a negative thing. I'll be a neutral party until both sides present valid points.

I think giving the Commander in Chief direct control of Paratroopers might be a good idea. The idea behind paratroops is to use surprise to exploit momentary enemy weakness. Our Theater Commanders are going to be juggling to many balls at once to see these momentary weaknesses in time to exploit them. Therefore I vote AYE but only for paratroops and their attendant transport aircraft. The marines are a different story and should remain under control of the theater commander imo.

While the President is Commander-in-Chief, his responsibility is to direct the leadership of the military for political goals. The military should be the one to determine how best to use forces, including special forces. Therefore I vote Nay on Presidential control.

Our stance should be non-intervention still and thus note None for any alignment. However, we cannot allow German aggression go unchecked thus we should make discreet deals with her enemies for supplies and resources.

Attention

Atlantic Headquarters is looking for talented officers to fill the post of Army Group Commander. Any interested officers should inform me ASAP.

General Douglas A. MacArthur,
Commander, Atlantic Headquarters

((I know we already have Theater Commanders, but I could use some help commanding the war, so I've decided (with Avindian's permission) to appoint Army Group Commanders to handle each of the fronts in the Atlantic Theater.

Here's how this will work: Army Group Commanders will take charge of a particular front - say, France, North Africa, or the Balkans - that I'll define as the war progresses. Army Group Commanders will be responsible for planning operations inside their sector and presenting them to their Theater Commander for review; the Theater Commander will then distribute the forces in his/her theater among the army group commanders, and discuss modifications to army groups' plans as necessary.

Let me know what you think about this arrangement - I'm still working out the details, so I'm open for comments.))

Fellow Senators,

The events of the past six months have changed the face of Europe forever. I am shocked by the speed of the German advance; in mere months they have overrun a third of France and broken past the "impregnable" Maginot Line, driving to the gates of Paris. Unlike the Great War I see no hope for France, her armies are broken and disorganized and the rapidity of the German advance is too great. It is my belief that allied armies in France will collapse within months.

Some say that we should join the Allies against German aggression but they do not realized what this entails. We would be joining a losing war; by the time we finished mobilization it is clear to me that the French will have fallen. Our entrance to this war will only give the British and French false hope and prolong it past reason. Even if we managed to send forces across the Atlantic they would face the full might of the German army alone, unsupported. The allies have clearly lost the war and it is time for them to sue for peace on equitable terms. The original question about Danzig has been solved by force of arms, now it seems that the French will have to return Alsace-Lorraine as well. We have no interests in this war, our entrance would not prevent the fall of France, and would only prolong the conflict. Therefore, I vote that we remain neutral.

As a Republican I stand against concentrating legislative powers in the hands of the president and vote nay on delegating decision making powers to the president.

My fellow Senators,

This is a reckless war you seem eager to thrust us into. There is little America can do to save the French, nor the BEF. Moreover, many of our people seem to forget that Britain and France provoked this war to begin with, by ignoring our own country's repeated attempts to soften the Treaty of Versailles and punishing Germany unfairly for a war they joined just as eagerly. European Imperialism at its finest. Hitler and his people may be extreme, but with economic pressure, we are more likely to persuade them to stay out of this war. We do not need to fight Germany.

I vote that we remain ISOLATIONIST and do not join any faction in this godless war. Let the Europeans solve their disputes without us, this is no longer any of our business. If the Allies desire our aid, perhaps we can talk about some kind of lend-lease deal with Britain, assuming they seem able to pay up.

We are, however, in a tenuous, difficult political climate. With the possibility of war in Europe or war in Asia, and the willingness of this Congress to throw themselves at it, I am prepared to vote AYE on delegating decision-making capability to the President. We cannot afford to be crippled by these kinds of disagreement in wartime, and as we speak, a great crisis is blanketing this world.

~ Senator Sarah Quentin O'Hanahan, D-OR

"Special forces under presidential command? Nonsense, leave them to our theatre commanders! They alone are best equipped to determine when and where we should use our country's finest soldiers! I vote NAY on transferring special forces to Presidential Command."

~ Admiral William H. Standley

My fellow senators.

My warning became true.A grand war has started and maybe it will bring more nations to the conflict including ours. However our war machine is not ready yet.So I still say that we must be INDEPENTANT.Why did I say this instead of Isolationist?Because we need to be active now.We can't be like the sleeping soviets who try to remain at peace with signing the M-R Pact.We must forge our alliance and prepare for war.

That requires decisions to be taken ASAP so I vote Aye on delegating decision-making capability to the President. But the military forces must be under the command of specialised army officers not politicians. So Nay on transfering special forces to Presidential Command.

Lastly, General MacArthur,I had the intrest on being on your position and I also proposed the spliting of the Command. So I will be one of those officers you want.Feel free to send me a letter about my position for now.

Senators, you call this war "godless", but we forget who we are. The beacon of democracy. The golden lamp. How can we sit here and watch the German menace under the right-wing National Socialist grips of Adolf Hitler, roll over France, a democracy just as old as the American one, who was our ally from the start of our nation, and an ally in the First World War...

Should we sit and wait for Hitler to build up his troops even more so? Bring new members into his Godless Pact of Steel? That will just make it harder for us to defeat him when we DO eventually enter this war, because we will. The American people, no matter how shut in they feel, shall always come to the call of democracy when it is in it's darkest hour.

I urge you Senators, to help us, and help democracy by fighting for the Allies against Hitler.

Signed,
Senator Mary Phillips (D-CA)

((HOI collection includes the base game as well; that's why I said three (although I know you have the base game).))

By all Respect, France may have been our ally in WWI, but even though they might have lost without american troops. My Uncle was there, he had volunteered for the German Army in 1914, he was there, on the Somme, French&British troops were at the brink of Oblivon, Paris would have fallen.
Yet, the French and British claimed the Victory, and Ignored our Wargoals and created the situation, that made the next war inevitable. I say lets see what happens to France, once a Treaty is signed. In case Germany refuses any Peace talks, we will have to do something, but maybe, although unlikely, they might only want an empire again.
No to an Alliance, No to supporting this self-created war, the brits and frenchies broight upon them.

I also vote Nay on giving more Power to the President. I do not see why this Powerbshould be delegated to the president, there is no hurry, at least while still not at war.

(I'd like to join in on this)

Name: Senator Marcus Jefferson
Born: 1901
Party: Democratic, but leaning centrist
State: Louisiana

Policy:

Foreign:
-War only in the case of last resort.
-Alliance due to mutual needs of defense not because of ideology

Budget:
-Upgrading the Military is important, but not a main focus
-The Majority of our spending should be social

Military:
-Deployment overseas is to protect our intrests, not those of others
-Our navy is a sufficient force for the protection of most of our possessions
-Military defense overseas should be in small numbers
-The main striking force of our military should be the marines, used in conjunction with the airforce and navy.
