I wouldn't worry about Stalin declaring war on you. While Stalin might be a dictator, he's definitely not stupid. Stalin knows, that he couldn't win a war against the allies right now (his Red Navy consisted sole of ships he inherited from the Tsar prewar, and I doubt he built anything except submarines since then - he maybe lost one ship or the other to Germany, I don't know exactly). He might 'spread the world revolution' as he calls it to continental Europe, but he'll look into recent history, and see: hell there's one guy who tried that (Hitler) and he failed by all means, so better wait till we could win the war, or don't even start one if we couldn't.
Note, that I've met Mr. Stalin. While I not agree with his ideological views, I must say, that he's a intelligent man. Hitler is crazy and ill, but Stalin thinks rational, that's why the British couldn't make an alliance with the soviets before WW2: The British offered him nearly nothing for participating in this war (even the part, Poland conquered from them in 1920 should remain Polish), so Stalin simply didn't see the reason for that war. Germans, however offered Stalin former soviet territory in Poland along with the Baltic countries of Estonia, Lithuania and Latvia, while promising to be peaceful to each other. That Hitler would break this pact only two years later, nobody imagined at that time (remember senators, we haven't done anything about German aggression for a long time also).
((To the matter of supply: if your troops are supplied by allied territory, there are invisible convoys delivering the amount of supplies and fuel your guys consume. However, if the country we're talking about has general fuel/supply problems, you'll be soon oos too.))

I agree that we should wait until after Hitler's failed experiment in socialism and overt nationalism finally collapses, but let's be honest. We need to keep a close eye on Stalin. The man made a massive gloat about liberating a town that was already his earlier this year; he has the potential to be as power-hungry as Hitler. Simply put General, letting Stalin go unchecked would be a grave mistake. After all, he did sign the Molotov-Ribbentrop Pact with the Nazis back in 1939. On the other hand, we did not.

On March 9, 1914, the Senate unanimously agreed to ban smoking in its chamber at Senator Benjamin Tillman's request, technically you shouldn't even have cigarettes in the chamber.

Since it's not properly a matter for Congress anyway (and playing this last update, things do get a bit confusing), I will authorize Theater Commanders to name units as they wish without Congressional approval by Executive Order. Same goes for service chiefs, naturally. Similarly, no legislative approval is required to reorganize units or the OOB.

PACCOM 60-day plan: Sept - Oct 1943.

Until this classification is altered by the President of the United States or the Joint Chiefs of Staff, the contents of this briefing are classified Top Secret. Under the Espionage Act of 1917, the transmission of this briefing in any format to unauthorized parties constitutes an act of treason, and will be prosecuted accordingly.

Objective: To retain land acquired before and during Operation Catalyst while reshuffling capabilities throughout both theaters. Fighting will be minimally engaged due to proximity of threats in Iwo Jima and Saipan. The abundance of areas to repair and reinforce for the Japanese will limit our ability to amply sustain the same fighting pace as the Japanese, meaning strategic skirmishes will be necessary. The air squadron in Saipan remains a primary threat to our SAG and CTF fleets.

Administrative Action 1: PACCOM authorizes the re-establishment of the SF - Guam Convoy.
Operational Action 1: Units with resources below 60% are to disengage and return to base - Eniwetok, Truk or Ponape as stationed.

Active Resources:

CTF 'Lexington' (in theater)
CTF 'Hornet' (in theater)
SAG 'Colorado' (in theater)
TRG 'Unity' (in theater)

Reserve Resources:

All other naval resources as they become available.

Operational Duties:

Currently the official "Pride of the Fleet" is the USS Tennessee, an aging New York Class Battleship that has personally sunk two German destroyer divisions. Many crews would covet such a title, and many of them deserve accolades. I request two things from you. First, that the Pride of the Fleet be officially moved from the USS Tennessee to the newly constructed USS South Dakota, a fearsome top of the line Battleship that is the first of an entirely new class of Battleships. Secondly, the creation of the Navy Unit Commission. The Navy Unit Commission is an award to be given out by the Chief of Staff of the United States Navy to units of the United States Navy that have distinguished themselves in battle through acts of heroism and valor in the face of the enemy.

Administrative Action 2: ATLCOM airborne command-chain plannings dating 1 June 1943 are to be set into immediate effect, with the exceptions called in AA3&4&6.
Administrative Action 3: Detach 4th Fighter from Command-Chain.
Administrative Action 4: Detach 2nd Strategic from Command-Chain.
Administrative Action 5: Create 5th Corps consisting of the two armored divisions in Norfolk°°, attach 5th Corps to First Army after arrival.

ATLCOM expects the crossing of river Elbe falling in this period. According to the Liberation of France Bill, the conquest of Vichy France will have top priority in the 1 November 1943 - 1 January 1944 plannings of ATLCOM. Current drafts seek to invade Southern France with one mechanized or armored corps (4-5 divisions) and to assault French key cities in Northern Africa. ATLCOM believes that holding the key cities in Northern Africa and Southern France is enough to enforce peace on them (note, that Petain hasn't the support of the populace, while we do).

Currently the official "Pride of the Fleet" is the USS Tennessee, an aging New York Class Battleship that has personally sunk two German destroyer divisions. Many crews would covet such a title, and many of them deserve accolades. I request two things from you. First, that the Pride of the Fleet be officially moved from the USS Tennessee to the newly constructed USS South Dakota, a fearsome top of the line Battleship that is the first of an entirely new class of Battleships.
I fully approve. ((If we've to vote about this, I vote Aye.))
Secondly, the creation of the Navy Unit Commission. The Navy Unit Commission is an award to be given out by the Chief of Staff of the United States Navy to units of the United States Navy that have distinguished themselves in battle through acts of heroism and valor in the face of the enemy.
I agree, that the Senate has to discuss if we award battle commissions/awards. And if yes, in which shape. However, while I see it possible to have an nomination right for CINCUSFLEET, the actual awarding is a sole right of the Senate. I'll try to propose an related bill soon.

Fellow Senators,
the United States ever had an extensive franchise of military awards during her history.
However, our awards are solely aiming at individuals. Extraordinary performance of whole units aren't covered by any of our awards, so the following bill seeks their creation.

Awards For Extraordinary Unit Behavior Bill
§1 Class I
§§1/1 This award is given to any unit that have distinguished themselves by extraordinary behavior, in the face of the enemy.
§2 Class II
§§2/1 This award is given to any unit that have distinguished themselves by extraordinary behavior, without facing the enemy.
§3 Process of awarding
§§3/1 The Chiefs have the right to nominate any unit in their branch.
§§3/2 The Theater Commanders have the right to nominate any unit in their theater.
§§3/3 As units are nominated, the senate will vote to approve the nominations.
§§3/4 In a time-frame of 48 hours there have a quorum of at least 3 votes.
§§3/5 If the quorum is not reached, the president will decide.
