There are quite a few countries that don't have any spies being "recruited" in a year. Burgundy for example is at zero. I actually like Burgundy's starting sliders, so I never end up going Plutocracy or Mercantilism.
This means that I'm stuck without any spies the whole game.

Considering that there are events that gives the player merchants, colonists, diplomats, missionaries and magistrates, where the heck are those events that give spies?

I find it so strange that no one even asked for them before, in all these years of EU3.

I actually like Burgundy's starting sliders, so I never end up going Plutocracy or Mercantilism.

You've made your choice right there, although you clearly don't like the sliders as much as you say! The odd event wouldn't hurt I suppose, although in all likelyhood your sliders would prevent it from firing. Alot of events seem to simply give you more of what you already have rather than making up for shortfalls.

Thank you Captain Obvious, and there's also a NI which gives 1.00 colonisers a year.

I'm talking about getting these extra spies randomly.

Alot of events seem to simply give you more of what you already have rather than making up for shortfalls.

Then that's unbalanced design in my book.

The problem is that it's not a very convincing concept that a nation wouldn't have spies at all.

Especially if they've got loads of enemies and vast trade networks. You're going to have spies everywhere. (In that respect, I wouldn't find it odd if you could "see" the province information and troop numbers of a trade port you've got merchants in.

It could also be considered to have events that perform random succesful spy missions (for example, trade obstructing spy missions with your rivals if you're a trading nation). This could be more like a rival event though.

Events for Spy Ring Infiltration or Sow Discontent missions on nations which you feel threatened by. That sort of thing, could still have them cost the same thing and perhaps you could select who - if any - to perform such a mission on from a shortlist, but you would not have as much control over them as if you were generating spies yourself.

Maybe giving a very low number of spies depending of the admin or diplo ability of your king... that doesn't make sense that some country won't have even 1 spy for the whole game without the NI.

Well I played a game with Brittany where I moved to america so I went free trade to pay for the early costs... I was stuck with no spy and still a number of missions asking me to lower the stab of Holland or whoever the AI considered a rival. At least giving a positive number of spies (one every 20 or 30 years for an average king) would stop you from using a spy based strategy if you don't have the proper sliders or idea but you would still be able to use the occasional one.

(the spy needing missions could also be removed from a country which produce no spy) but anyway i don't think that at least producing a spy per generation is too much for a country even if it is not focused on spying after all a spy is just one guy (not like a colonist which represent hundreds), there will always be some guys who aren't matching the national policies and a wise king should be able to make a good use of them...

Plus, I think it was Aristocracy (?) sliders that gives you a few points extra diplomats per year, but do you not get diplomats anyway even if you're fully plutocratic, because you actually need them as it's a game mechanism? I similarly feel even at fully innovative, you should have a couple missionaries every what, 10 years (0.1 per year minimum). The German colonies had non-catholic missionaries in them, yet they did not control Rome, Mecca or Judea to bypass innovation settings. There's simply always a few folks doing certain things, even if it's not a focal point for a country.

Good point, it's just that missionaries and spies are never as vital to the game as diplomats. Without diplomats you won't be able to do much at all, while you could play the whole game without using a single spy or missionary. If it bothers you so much, why not mod it?

There is an event that gives spies.
It fired once during my Morocco game (where my sliders gave me no spies) and I was able to get two spies from the event.
Sorry don't recall the event name -it fired in the 1600s.

Please, go play version 1.01 vanilla if you feel so strongly about the possibility of change. For the record, only immature children incapable of making an argument use the 'kids argument'. You could just have said "don't think it needs to change because I consider it a fair trade one set of nations gets to have the capacity to destabilise countries, hurt reputations, cause all types of revolts, kill advisors, create casus belli, etc etc etc, to just the benefits of a bit more compete chance, money and tech cost".
