Lottocracy: Your empire ethics will change randomly every time you get a new ruler. Cannot be used by Hive Minds or other empires with immortal rulers, and cannot turn you into a Hive Mind. Other than that, anything goes.

There's, IIRC, a mod that adds a special government that, every few years, forces your Government Ethos to become the most-held one among your entire empire's population. Not quite the same thing, but the effect would be similar considering that now Leaders will all belong to a given faction.

From my single time meeting one, they're basically fanatical purifiers that don't purge and have even less self preservation. They'll fight anyone and everything all the time. Doesn't matter if it's an awakened empire triple their size or a one planet empire that just got FTL. Gotta fight gotta fight.

Oddly enough they can be allied with and such, if I remember correctly.

They always fight if they can. Always. Also they like robots alot.

Fanatical Purifiers disables diplomacy and gives massive military bonuses. Fanatical Befrienders are equally vigorous in their pursuit of friends, so I'm thinking they should lose the ability to set rivals, gain Influence from any diplomatic relations, and lose Influence and happiness for every rivalry set on them (better send in the ground huggers—we have new friends to make).

I guess they'll need to update the Blorg in the pre-scripted empires text file.

There is a finite number of possible friends in the universe, but the amount of friendship they can provide is infinite and friendliness is next to godliness. Ergo more friends is always a good thing and the Blorg are many. Many > several!
