Is this supposed to happen to non-rulers? Some courtier is at -10 gold and gets a chance to loan thousands with the scale effect.

I agree that it is way too exploitable. Even if it's just some random courtier, I always take it as it may end up with one of my vassals or so and help them to build lots of province improvements.
Most of them seem to get into this debt through the Curing Illness event which seems to be too common and too cheap and too successful. And you oughtn't really get it if you don't have any money.
