There are some options to choose!

Allien attacker nation

natural nations

micro nations w/o (no waters fronts,airports)
partisans

any others

full wc ! no allied left ....no reinforced.

Possible ? ever tried ?

Its even easier in HOI-DD, because you can ally, fight a war and dissolve an alliance during peacetime.

You are going to need a lot of garrisons then and that would mean lots of man power too.
