I was recently thinking that a way to make the world feel more alive would be to incorporate more refugee events. We already have the Byzantine and Moorish refugee events for Christian and Muslim players after Byzantium and Granada get conquered, but I feel like general refugee events would give a lot of flavor to certain regions.
My first thought is that if, for example, you're playing in the HRE and your neighbor gets annexed, you might be able to get an event for "Bremian refugees", for example. Maybe the influx of new people could lead to an increase in one of your provinces' manpower. Or maybe the stateless people wish to fight back for their country and give you a new mercenary company. (Previously, I would have said a bonus to recruitable mercenaries, but with the new changes maybe a new small mercenary company would be cool)
If not after a country gets annexed, another idea is for after a devastating war, areas that are highly devastated might see their population move to other provinces, shifting the development within the country, or moving to a less devastated neighbor's province. Of course, maybe the effects of migrants can scale up with a country's development. For example, if a previously developed Spain loses a war with France and is highly devastated, maybe Portugal could see an influx of a massive number of refugees. You could get an option to keep them for -10% national tax due to having to provide for more population, or reject them and lose relations with Spain and maybe gain some prestige. After a while, if you took them in, the decision could pay dividends and your provinces could see an increase in development and temporary buffs due to the refugees becoming productive.
