The only other surefire way to increase civilization is having a governor with a high finesse rating which will increase the rating faster then a governor with a low rating. Building improvements also help but it's a slow process. It can take years for a even 1% of civilization improvement in a province.

The tooltip only shows it coming from higher civ neighbors and trading with higher civ provinces. Is there no civ increase from better infrastructure, i.e. constructing new buildings?


trading also helps
