Wiz has said a couple times that Federation overhaul is on the to-do list post Banks, up to and including the path to intergrating your federation into a single entity.

One thing I would love for a federation perk would be colonial rights; the ability to build/request a colony ship of another federation member's pops to colonize worlds that your current pops can't. No more having to find the right primitives/hostile neighbors, be Highly Adaptive, and/or spend a century doing habitability research to get the Xenophile migration fun going with those whose homeworld isn't part of your trio.

that can be achieved easily through migration treaties as it is, and far more elegantly. I would like to see a federation option to give colonization and construction access to your federation members.

What i would prefer to see is options for federation wide policies, maybe some that are by vote, and others that are things presidents can enforce unilaterally.

This, combined with an election based system, rather than a simple rotation, could lead to interesting internal federation politics.

Maybe you have to spend or auction influence to boost your chances of winning elections, maybe each pop in the federation votes, meaning if you can sway enough pops to have factional affinities with your empire, you have a better chance of winning elections.

Maybe that small 5th member of the federation has little territory or military power, but has focused on influence and ethics attraction, so after saving up influence for some years, they finally make their move, win the federation election, and use their term to push through a bunch of beneficial policies, allowing them more sway within the federation, or pushing the whole federation further in the direction they want.

I think that a HRE model would be nice.
The main problem with stellaris "federations" is... they are not federations, but confederations!
So it would be logical to have 3 phases:
1) Birth of the Confederation : pretty much what we already have. We select a voting policy: based on population/one vote each/based on military power. Other empires will decide to join accordingly (empires with few pop will like the "one vote each", populous empires will prefer "based on population"). We set war policies and other funny gameplay mechanics.
2) Taking control: with a authority system like the HRE, slowly increasing your influence over the Confederation. Creating a federation will be a difficult job: you'll have to bribe and spend your own influence (even unity points) to do it (It should be difficult to expand and growing your political power at the same time)
3) Creating the Federation: After Revoking the Privil... Afeter the implementations of some policies, you'll finally have your own federation. You'll have your own unique government system (where you have to make your founding species happy).

We will need to balance these powerhouses with some short term malus.

Then why another species pops cant voluntarly sign in your colony ship?
Screening. The state simply select only the individuals with required traits and ethics out of the many volunteers.

That the POP is a single species is a game mechanic. A POP represents many individuals however. It doesn't necessarily mean that all individuals which are represented by that POP are of that species, just the majority.

I'm kinda hoping for a few things for federations, but the one I want to see the most is having a federation become one entity. Though I would like to see it done in two ways if possible. One option is everyone becomes a single entity and the player controls everything that the federation had as that entity. The other one is I want to see all the empires become a single entity, but still have some from of independent in what they can do while still playing the same empire together. Pretty much I want to play a super empire with my friends online, but I don't want them to lose as soon as all our nations become one.

I'm pretty sure that the game can handle a common federation fleet, blueprint sharing and common technology pools. When it comes to merging all the (con)federation members into one entity, though. The current game rules would eliminate all the factions and replace them with one empire.

A federation mapmode would be a start. That way, a federation could be displayed as one solid colour blob with its name instead of the constituent empires.

That way, we can have a look at the map and say:"This is my Blob of Blobs Concordat. I like it!"
I mean until there is a definitive answer. I wouldn't want to kick my friends out of the game, or force them to stay out of my federation.

Tbh i'd rather they added someway for federations and subject states to circumvent the whole "can't colonize in space owned by another faction, even if you are their supreme leader and they have no where else to expand because they are 'landlocked' smack dap in the middle of your vast empire, making them a completely useless 1 planet minor that you are gonna have to wait almost 2 decades to integrate, per subject"

I'd love to see federations and xenophiles with lots of client states have a lot more "contested space" (squiggly lines).

(also, can't you already make colony ships with other species as long a POP of that species exists on the planet?) That suggestion just seems to skip the middle man (waiting for migration/conquest of said POP), which i'm not against per say mind you, i would just rather see game mechanics expanded upon in a more intense fashion.

I'm pretty sure that the game can handle a common federation fleet, blueprint sharing and common technology pools. When it comes to merging all the (con)federation members into one entity, though. The current game rules would eliminate all the factions and replace them with one empire.
It should already be supported by the engine since it uses the same engine as EU4 which has an HRE mechanic for absorbing all the HRE members into a unified state.

I personally want federation association status to be not just a non-aggression pact, but the same as Guarantee Independence status. Because it annoying when somebody attacks potentional federation member and you can do nothing to protect him, but declare separate war on agressor.

what about making the members of the federation "like" vassals (or even protectorate) of the confederation, with the possibility to cede control of troops and fleets to the "Federation" while in war?
Of course, another matter is how can be decided who is in charge of the Federation (and I would like a lot of backstabbing and politicking, even at cost of splitting a Federation in a sort of "civil war").
