This was first mentioned in the discussion in the current DD, and I thought it deserved a proper Suggestion.
Right now celestial bodies are only good for three things - either colonisation, building platforms around them, or building Megastructures around them, and that leaves a lot of uninhabitable planets sitting there rather useless, which seems a bit of a waste of potential.
Instead, let us use them for small things that give minor modifiers, nothing game-changing but just a bit of flavour to give us more to do in the slow periods and give the galaxy a bit more diversity. Maybe a surveillance facility that boosts the local outpost's sensors & hyperlane detection range, or the classic trope of the barren moon prison that reduces crime in that sector, perhaps a trade post that boosts the value of the routes running through the system, or a war games base where you could land troops or park fleets and have them earn experience during peacetime like Imperator's drill mechanic.
