This was first mentioned in the discussion in the current DD, and I thought it deserved a proper Suggestion.

Right now celestial bodies are only good for three things - either colonisation, building platforms around them, or building Megastructures around them, and that leaves a lot of uninhabitable planets sitting there rather useless, which seems a bit of a waste of potential.
Instead, let us use them for small things that give minor modifiers, nothing game-changing but just a bit of flavour to give us more to do in the slow periods and give the galaxy a bit more diversity. Maybe a surveillance facility that boosts the local outpost's sensors & hyperlane detection range, or the classic trope of the barren moon prison that reduces crime in that sector, perhaps a trade post that boosts the value of the routes running through the system, or a war games base where you could land troops or park fleets and have them earn experience during peacetime like Imperator's drill mechanic.

So, listening posts and deep space black sites on uninhabitables? It would make a lot of sense. I think it would be as simple as decision to build a "military base" on a barren planet, and then it would have a slot for a starbase building, with only certain ones allowed (resource silo, deep space black site, listening post, communications jammer, mercenary garrison) and only stacking for resource silo effects.
