Historically, larger empires were always harder to manage. I suggest next possible changes to reflect it more accurately in gameplay:

1. Stability cost is increased proportionally to the number of provinces and non accepted cultures.
Impact: More provinces/non accepted cultures => harder to keep stable.
Example:
- each province (starting with the 6th) increases stability cost by 1%
- each non accepted culture increases stability cost by 10%

Also I would make each stability level bonuses/penalties more valuable. Let say, multiply current % values by 2.

2. Low Stability increases Local Autonomy.
Impact: More Provinces => higher cumulative Local Autonomy penalty from low stability.
Example:
- -1 Stability => + 0.05 Local Autonomy per month
- -2 Stability => + 0.10 Local Autonomy per month
- -3 Stability => + 0.15 Local Autonomy per month

3. Local Autonomy change and Culture Conversion processes take time. Number of processes performed simultaneously is limited (same as religion conversion).
Impact: More provinces => management takes more time, harder to prevent rebellion.
Example:
- Culture conversion and Local Autonomy change actions can take 1 year and use diplomat (same as missionary. Or maybe new envoy type? but this seems like revolution :)). Action time can be affected by some modifiers.

4. Development Cost is increased proportionally to Local Autonomy.
Impact: same as 2
Example:
- 0% Local Autonomy => +0% Development cost
- 100% Local Autonomy => +100% Development cost
