Remove the five year limit on changing foci and have the foci bonuses increase over time. +1 stat after the first year, +2 after the second and +3 after the third, where it caps out. That way you can switch all you like but it won't gain you anything. It represents the fact that you get better the longer you focus on something. Then, if you switch to another focus the bonuses you gained will decay over time, let's say -1 every six months. Of course, if you switch away and immediately do one of the focus related decisions the chance of a good outcome should be next to zero, but these chances, too, will increase over time.

I think some of the features shouldn't be restricted to one and single focus, but at the same time foci should be commitments.

We need to be able to have multiple, relatively fluid foci. And the stat bonuses need to be toned down.
