Waterbus waypoint with passengers waiting in the water

I happened to notice that my waterbus line, which has a waypoint on it, has passengers apparently waiting for the waterbus at the waypoint. Which is in the middle of the water. Some are standing on the water, some are at the bottom of the sea.

yup... all the way points have a bug... bus/boat etc, they all have groups of passengers wait at them... and the passengers all get angry that their bus/ferry hasnt shown up lol.....

I laughed when I had this happen.

I added waypoints to active waterbus line. I wonder if the bug forms if they're added before the line is active.
