Steps to reproduce​

Setting "Water sim speed" to 0x using Developer Mode increases FPS heavily

Expected Result​

Water simulation to be optimized.

Actual Result​

With my setup:
Water Simulation Speed = 1x -> 17 fps
Water Simulation Speed = 0x -> ~50 fps
(Same scene, same angle)
