This would NOT work in CS:1 because the vehicle count and the number of maximum allowable items are both too small. However, this could potentially work in CS:2. Water communities. Aside from the car ferries vs. passanger ferries which I have mentioned many times, there should be the ability for there to be entire communities where people use boats as a form of transport, rather than cars, or even recreationally. Places for people to park their boats and places for people to launch/retrieve their boats from their cars. Houses near the water front should have their own provate jetties, and there should be police boats and coast guard boats and helicopters. There should also be train/metro stations with boat access/boat parking and the ability to build to bridges over canals so that they can be even more useful. It should also be easier to build artificial lakes. Have the ability to set up places like Venice, the canals of the Gold Coast of Australia, some archipelagos, etc. Also, if passanger ferries made road access optional, there would be the ability to have car free islands where people can travel to with their private boats or ferries, similar to the Whitsundays and the islands of Sydney Harbour in Australia. Also, overnight ferries and overnight car ferries which travel intercity but not as far as cruise ships go, similar to the Mediterranean ferries, or the ability to have floating markets. Floating markets would be cool!
