Hi,
As most of you probably have seen many default cities could easily be expanded if only the terrain weren't so unbalanced. So now I am making huge maps and making use of all the space. I have a question: How can you build water areas? I've gone to the terrain tool, but I still cannot figure it out.

The only way to make water areas is to lower the terrain, using the raise/lower terrain tool (right-click to lower). There is a cutoff point (probably zero?), and once you hit it, water will appear.

Remember to build your cities a bit higher above the water level - at about 12-16m. Otherwise it may be difficult to build tunnels while playing due to the bug that creates flooded tunnels.
