Water and Electiricty Don't Flow

I'm building a new city. But water and electricity don't flow in this savegame. There isn't any problem in my other savegames.

Water towers, water pumps and waste water discharge pipes aren't work. It's not because they don't have electricity, I placed the wind turbines next to them since there is no electricity flowing, but they still don't work. What is problem?
