Wasteland should be the provinces with the ability to move around them and the possibility of colonization. But with huge fines for traffic, attrition and growth settlers, so that the incursion into the area was highly unprofitable.

For example, the transition to Sahara could be as much as 40-70% attraction, and the movement of individuals able to be 2-6 times longer depending on the technology.

Colonization should be possible but the cost of maintaining the colony should be 2-4 times higher, and the increase of marginal settlers growth dependent on technology. So that was very difficult to turn the colony into the city. Especially in the beginning of games at low technologies. Or to colonize these areas should be possible after one of high technology.

And if, a greater frequency of bad events should be for those province.

But then you have really huge provinces that doesn't look right that are available for colonization and it doesn't make sense. Maybe moving thru them is fine but claiming provinces through that doesn't make sense either.
It should be that you can move through them but take high attrition but you can't claim off of the wasteland.

Personally, I am for removing the wasteland from the game and rework them to (smaller) provinces in greater numbers, but with the ability to move with great difficulties, or perhaps to colonize with greater difficulties (depending on technology).
Historically, such a thing as wastelands where you can not enter are fantasy.
Everyone always were be able to go to places like the Sahara, the Himalayas, the Amazon jungle etc ... of course not always survived. Therefore I proposed such a mechanism.
Maybe, wasteland should by another terrain type with huge restrictions and penalties.

But thousands of people didn't live in places like the empty quarter or the Sahara. They were very tiny groups of people and the mountain wastelands serves as a boundary. They serve two purposes. As a boundary and historical reality.

European armies never marched through the Sahara in the timeframe, iirc. Because if they had, they'd have died. Nearly all of them. An army is not a caravan, they have a lot of things to drag along with them, and uniforms etc. are helluva lot of cloth and surely torturing in the heat of a desert. Same with jungle, apart from small groups of explorers, European armies didn't set foot in jungles, they'd stay in settlements or sail around.

Also consider the amount of attrition the Artificial Stupidity would take.
