Wasteland provinces can have technology

As the title says, wasteland provinces can have technology. While it'll spread there more slowly due to lacking councilors and such, they can still attain it. This has the potential to affect tech spread via the neighbor tech bonus, especially the Sahara desert due to the sheer number of provinces it borders.
