I thought about how could you solve the problem of cultures not always growing even in their own territories.

My idea is introducing a recover-meter. That recover meter is a value which is full on beginning, and the more your province is captured, looted or gets event of cultural problem, the more it decreases. It slowly increases slowly with time but may not be full in the beginning of another war.

When it reaches 0, province recover is impossible, so that province WILL get one of the following events:
-another bordering culture spreads into that province as your's was wasted.
-It becomes unhabited area if it is surrounded by your culture (eastern europe literally had these especially after turkish invasion), you have to "recolonize" it.
-It loses hefty amount of development points on both occasions or if its your capital.

And this is why you shall not let the enemy army march on your territory.

Also, wasting province with an army like you destroy natives in uncolonized area. Genocide so you wont have to bother converting them for incredible amounts (or if you dont want a huge blob of culture in your country to backstab you). Of course that would waste lots of development and uncolonize that area.
